benefit of his great experience and sage counsel by his
membership of the Executive Council.
4. The question of Dr. Kotewall's seat on the Legislative Council presents more difficulty in view of paragraph 4 of the enclosure to Mr. Harcourt's confidential despatch of the 27th March, 1914. There is, in my opinion,
no doubt that Dr. Kotewall is the best qualified representa- tive of the Chinese at the present time in the absence of
Sir Shouson Chow and I should regard it as a very serious loss to the Government of the Colony should the Legislative Council be deprived of the services of its two most ex- perienced Chinese Members within three months of one another.
5. As Your Lordship is no doubt aware the choice
of suitable Chinese Unofficial Members of Council is
specially limited in this Colony by the fact that many
otherwise suitable candidates are precluded from nomination
by their ignorance of the English language and in all the
circumstances of the case I consider that the interests of
the Colony will best be served by the reappointment of
Dr. Kotewall to the Legislative Council for a further term
of four years.
6. If this meets with Your Lordship's approval I
shall in due course submit recommendations for the filling
of the vacancy due to arise on Sir Shouson Chow's retirement
on December 1st next.
